What this service is, and what it is not

United Police Association, established in District of Columbia, United States of America, at 1300 I Street NW, Washington, DC, United States of America.

The association is not a police force, not a government body, and not an agency of any state. It has no powers of investigation, arrest or enforcement, and no relationship with the FBI, INTERPOL, EUROPOL or any national police service beyond reading what they publish for everybody. Membership carries no authority of any kind and is not a credential to present to anyone.

The search asks official public sources — registers and datasets that their publishers have made available — and shows what they answered. Four things follow from that, and none of them is a formality:

1. A result is not proof of anything about a person. A record matching a name is a record matching a name. The association calls it a possible match and means exactly that.
2. An empty result is not proof that no record exists. It means the sources that were asked, and that answered, held nothing matching. Sources that were not asked, could not be reached, or are closed to us are listed with the result, and they matter as much as the result does.
3. A record is as current as its publisher made it. The association does not correct, complete or verify what another body published; it shows it, and says when it was retrieved.
4. Nothing here is a basis for refusing somebody a job, a tenancy, credit, or anything else. It is not a background check, and it is not fit to be used as one.

Membership is personal. Your sign-in is yours, and results are for you.

• Search only where you have a lawful reason to. Harassment, stalking, intimidation and building dossiers on private individuals are none of them lawful reasons, and an account used that way will be closed.
• Do not resell results, republish them as your own, or feed them into another product. Many of the sources permit their data to be used and not to be redistributed, and those terms are the association's to honour and yours to inherit.
• Do not automate against this site, share your sign-in, or try to reach data through it that you could not reach directly. The association does not defeat access controls on other people's systems, and neither may you through this one.
• If you find something wrong in a result, tell the association. Corrections at the source are the publisher's to make, but the association will say so publicly where it got something wrong itself.

Membership begins when the joining fee is paid and the application is accepted. Acceptance is the association's decision and it does not have to give a reason.

The monthly subscription renews until you cancel it. You can cancel at any time, from your account or from PayPal; membership then runs to the end of the period already paid for.

Write to info@upa-int.org about a refund. Where a payment was taken in error it is returned.

The association may end a membership for a serious breach of these terms — the misuse described above, or any attempt to present membership as an official authority. Where it does, the unused part of a subscription is refunded.

The sources are other people's systems. They go down, change without notice, restrict access and are sometimes withdrawn altogether. The association reports honestly which of them answered and which did not, but it cannot promise that any particular source will be searchable on any particular day.

These pages carry the date they were last reviewed. A change that affects what you agreed to is announced to members by email before it takes effect.
