Astronauts at heart of new IFRC campaign for world's first international disaster treaty

Countries: World, Belize, Fiji, Lebanon, Madagascar Source: International Federation of Red Cross and Red Crescent Societies International treaties protect astronauts in distress. But if a flood strikes your city, there is still no comprehensive global treaty to help countries cut through red tape and coordinate international assistance. New York/Geneva, 3 September 2026 – The International Federation of Red Cross and Red Crescent Societies (IFRC) is today launching a new global campaign, Earth’s Missing Treaty, to highlight a stark reality: while international law protects astronauts in distress, there is no comprehensive international treaty setting out how countries should cooperate to protect people before, during and after disasters. The campaign highlights IFRC’s call for countries to support the adoption of the Treaty on the Protection of Persons in the Event of Disasters, which UN Member States have agreed to negotiate and which would be the first comprehensive global treaty dedicated to protecting people before, during and after disasters. A global treaty would provide a common framework for international cooperation before disasters strike and when international assistanc…

Country: Democratic Republic of the Congo Sources: REACH Initiative, UN Office for the Coordination of Humanitarian Affairs Please refer to the attached file.

Country: Philippines Source: Government of the Philippines Please refer to the attached file. I. Situation Overview On 30 July 2026 at 4:00 PM, the trough of a Low Pressure Area (LPA 07f) affected the eastern sections of Visayas and Mindanao. On the same day, the trough of the LPA brought continuous heavy rainfall, resulting in flash floods in Zamboanga City. On 01 August 2026, the LPA located east of Infanta, Quezon developed into Tropical Depression (TD) Luis. On 02 August 2026, TD Luis brought moderate to heavy rainfall, strong winds, and rough sea conditions across Northern and Central Luzon, resulting in flooding in low-lying and flood-prone areas, particularly in the Cagayan Valley Region. Continuous moderate to heavy rainfall was also experienced in parts of La Union and Pangasinan. The effects of TD Luis also extended to the Bicol Region, where a Yellow Rainfall Warning was raised over Camarines Norte due to the risk of flooding in low-lying areas and communities near river channels. Moderate to heavy rainfall also affected parts of Masbate, Camarines Sur, and Sorsogon. Meanwhile, the Philippine Coast Guard (PCG) suspended sea travel for all types of vessels in the Province…

Nepal’s catastrophic floods must be a wake-up call on climate action as death toll passes 1,000

Country: Nepal Source: Oxfam A week on, search and rescue operations and humanitarian aid efforts are a desperate race against time. Almost 4,000 people are missing, and some 50,000 people urgently need access to clean water, sanitation and hygiene. Nepal produces just 0.1 per cent of global emissions, yet communities are paying a devastating price as climate impacts and loss and damages escalate. The catastrophic floods in Nepal are a stark warning of what a hotter world will mean for communities on the climate frontline and why governments and donors must invest now in climate resilience, adaptation and disaster preparedness, rather than waiting for the next disaster to strike, Oxfam has warned. A week after the devastating floods, rescuers are still scrambling to reach people cut off by destroyed roads, bridges and landslides. Oxfam and local partners are racing to deliver life-saving assistance, but the scale of the destruction is making access to some of the worst-affected areas, particularly Rasuwa, increasingly difficult. Santosh Pandey, Oxfam in Nepal's Humanitarian and Disaster Risk Management Lead said “Nepal contributes just 0.1 per cent of global emissions, yet our comm…

More than one week on from Nepal's floods, thousands of children remain without safe water and face rising risk of disease

Country: Nepal Source: UN Children's Fund KATHMANDU, 3 September 2026 – More than one week after flash floods swept down the Bhotekoshi-Trishuli river basin in Nepal, at least 22,000 children urgently need safe drinking water, sanitation, and hygiene support, UNICEF said today. Water supply systems have been damaged across the affected districts, from community schemes to larger networks, while sanitation facilities have been damaged and destroyed. At the same time, families are crowded into host households and holding centres, creating conditions that raise the risk of waterborne and infectious disease outbreaks. “Every parent in these districts is now making the same calculation several times a day,” said Alice Akunga, UNICEF Representative in Nepal. “Where can I get water, and is it safe to give to my child? When water systems and toilets have been damaged or destroyed, and dozens of people are sharing the same space, families face enormous challenges in maintaining safe hygiene. The risk of waterborne disease increases rapidly in these conditions, but it is preventable. That is why ensuring access to safe water, sanitation and hygiene is among our top priorities right now.” UNI…

Philippines Cyclone and Southwest Monsoon in Luzon - DREF Operation (MDRPH060)

Country: Philippines Source: International Federation of Red Cross and Red Crescent Societies Please refer to the attached file. Description of the Event Date when the trigger was met 27-08-2026 What happened, where and when? The Southwest Monsoon (locally known as Habagat) has brought prolonged moderate to heavy rainfall across parts of Luzon and Visayas since late July 2026. Multiple weather disturbances, including successive tropical cyclones inside and outside the Philippine Area of Responsibility (PAR), have enhanced the monsoon, resulting in widespread flooding in low-lying areas, saturated ground conditions, and increased risks of rainfall-induced landslides. On 17 August 2026, intensified Habagat rainfall significantly affected Metro Manila and surrounding areas, with approximately 200 mm rainfall recorded across parts of the National Capital Region within hours. Widespread flooding affected roads, residential areas and critical infrastructure, disrupting mobility and daily activities. Although rainfall temporarily eased from 21 August, several communities in Central Luzon and Metro Manila remained inundated, leaving them vulnerable to further rainfall. On 23 August 2026, P…
